Payroll and Benefits Supervisor

The City of Côte Saint-Luc is currently searching for a dynamic candidate to join its management team in the role of Payroll & Benefits Supervisor for the City’s Human Resources Department.



The Payroll and Benefits Supervisor, will be placed in a full-time Management position for the City of Côte Saint-Luc, and will report to the Manager of Human Resources. The supervisor will plan, coordinate and supervise the activities and operations of the Payroll Department; ensure work quality and adherence to policies and procedures; and perform other related work as necessary.

  • Supervises the work and employees involved in the production of payroll for several groups of employees ensuring accuracy, integrity and reliability of payroll records in compliance with all federal and provincial legislation.
  • Coordinates payroll activities including payroll processing, updating employee salary and social benefits, timesheet entries (ADP), balancing reports, implementing garnishments
  • Collaborates in the setup of the payroll calendar, determines and verifies the required parameters of the computer programs.
  • Conducts year-end process, including the production of annual T4s, T4As and R1 in accordance with Canada Revenue Agency and Revenue Quebec requirements, as well as other year-end reporting.
  • Reconciles general ledger accounts related to payroll.
  • Determines the process and prepares the adjustments for changes to the collective agreements and agreements.
  • Gives guidance and direction to management and employees in the application of laws, rules, contracts and agreements in the area of CNESST, group insurance, pension plan, as well as payroll.
  • Participates in the preparation of the annual budget and prepares correspondence or other detailed reports. Collects and organizes data as needed and prepares various internal and external statistical reports.
  • Ensures third party remittances are correct and processed on time.
  • Ensures that professional and customer service oriented relationships with outside agencies, other departments and personnel.
  • Investigates system problems and communicates recommendations and requirements to the payroll system suppliers to increase effectiveness of data processing and adjust programs to the specifics of the City’s needs.
  • Develops and maintains communication between all the departments within the City.


Required skills and knowledge

The ideal candidate will have an associate degree or equivalent in business administration or related field and pertinent professional experience, knowledge and skills necessary to meet the City’s expectations and requirements. Additional experience may be substituted for education.

The candidate should have:

  • At least 5 years of pertinent experience. 
  • Excellent oral and written communication skills in French and English
  • Ability to work independently and in a team
  • Ability to exercise good judgment, sensitivity and maintain confidentiality
  • Excellent knowledge of principles and practices of payroll and benefits administration in addition to Federal and Provincial laws and regulations governing payroll administration, as well as benefits and insurance deductions
  • Excellent computer skills (MS Office)
  • Knowledge of ADP Payroll software would be an asset
