Hydro-Québec update
Hydro-Québec estimates that most homes will have restored electrical power on Friday, April 7. Some outlying areas may take until Saturday. As of Friday at noon, Hydro-Québec reports that 2,953 customers out of 15,977 are without power.
Where to warm up
Here are suggestions for when to go to warm up.
- Municipal facilities
- Community and Aquatic Centre (5794 Parkhaven Ave.): Come and warm up. Bathrooms. Charge your cell phones and electronic devices. Open Friday from 8am to 8pm. Pools will open at 2pm.
- Library (5851 Cavendish Blvd.): Come and warm up. Charge your cell phones and electronic devices. Activities and programs already scheduled have been maintained. Open Friday from 10am to 5pm.
- Commercial areas
- Quarter Cavendish: 5800 Cavendish Blvd.
- Côte Saint-Luc Shopping Centre: 7151 chemin de la Côte-Saint-Luc
- Décarie Square: 6900 Décarie Blvd.
- Religious institutions
- Some institutions have electricity, while others do not. See the outages map.
Overnight shelters
The Centre de coordination des opérations d’urgence de l’agglomération de Montréal (CCMU) has opened two emergency shelter sites close to Côte Saint-Luc. Residents of Côte Saint-Luc can use these shelters.
- 4880 Van Horne Avenue, Côte-des-Neiges Sports Centre Gymnasium (50 beds)
- 6445 Monkland Avenue, Notre-Dame-de-Grâce Sports Centre (40 beds)
When to call 9-1-1
Call 9-1-1 to report an emergency such as flooding, falling branches, electrical/fire hazards, etc. This will ensure you obtain assistance from emergency services in a quick and concerted manner. Call Côte Saint-Luc Public Security for non-emergency situations.
Watch for falling branches
As of Thursday at noon, Public Works has cleared most or all of the city-owned trees from streets and sidewalks. We will next clear trees from parks and greenspaces. Please be careful around trees are some branches may be weak and may yet fall. This is also true at municipal parks. Avoid trees where possible.
If you need special help
Some residents may need help due to a serious incapacity that makes typical tasks difficult (vulnerable population). In those cases, Public Security may be able to assist. Call 514-485-6960 to speak to an agent. Due to call volume and the extraordinary amount of tasks our agents are performing, do no call this number unless you have a serious incapacity.
Handling refrigerated and frozen food during a power failure
- Freezing stops the growth of bacteria. Do not open the refrigerator or freezer door unless absolutely necessary in order to maintain the cold temperature.
- A full freezer will keep food frozen for about 48 hours. A freezer that is half full will keep food frozen for about 24 hours.
- An unopened refrigerator will keep food cold for about 4 hours.
- If available, add ice to the refrigerator to keep the food at a safe temperature if the power will be out for long periods of time.
- Do not place frozen food outside, even in winter. The sun’s rays could thaw frozen food even when the outdoor temperature is very cold, and animals could contaminate your food.
- If you know that a power failure will last for a long period of time, see if you can take the food to a friend nearby who has power.
Handling refrigerated and frozen food after a power failure
• Discard any thawed food that has been at room temperature for two or more hours, and any food that has an obvious unusual colour or odour. Keep in mind that food contaminated with bacteria does not necessarily smell bad or appear spoiled.
• Food that still contains ice crystals or feels refrigerator-cold can be re-frozen.
• If raw food has leaked during thawing, clean and disinfect the areas the food has touched. Do not reuse the cloths you have used for clean-up until they have been disinfected by washing in hot water.

Please note that the City of Côte Saint-Luc must receive a written notice within 15 days following the incident for any material damages, failing which the City of Côte Saint-Luc will not be liable for any damages, as per section 585 of the Cities and Towns Act.
