Adopting a Comprehensive Senior Policy and Action Plan
To further the City’s commitment to becoming an official “Age-Friendly Municipality” (MADA), the City Council adopted the 2026–2029 Senior Policy and Action Plan. This roadmap focuses on nine key areas, such as enhancing outdoor spaces, housing, and social participation, with specific deliverables like creating an ongoing seniors’ advisory group, instituting drop-in coffee mornings and disseminating information on home care assistance programs. A steering committee oversaw the plan’s development, which now moves to an implementation phase. Mayor Tordjman and Councillor Shuster will head a follow-up committee to ensure tangible results for residents.
Preparing for Summer Road Repairs
The City is getting a head start on summer infrastructure work by awarding a contract to Shellex Groupe Conseil Inc. for professional engineering services for the 2026 road resurfacing program. This specific contract targets the reconstruction of Westluke Avenue (between Mackle and the CPKC tracks) and Guelph Road (between Melling and Edgemore), where geotechnical testing will determine the exact scope of work. By awarding this contract now, the City ensures that project planning is completed early, allowing contractors to execute the work, which includes new sidewalks and underground services, between July and September to minimize traffic impacts.
High-Tech Sidewalk Analysis for Better Walkability
To improve pedestrian safety and plan future repairs more efficiently, the City Council approved the hiring Citylogix to perform a high-tech scan of our sidewalk network. This “Streetscan” analysis utilizes advanced vehicle-mounted technology to assess approximately 115 km of sidewalks, identifying specific hazards like tripping risks greater than 2cm, cracking, and heaving. This data will update the City’s 2019 records, providing the Engineering Department with a precise Sidewalk Condition Index (SCI) to prioritize reconstruction budgets and ensure our walkways meet safety standards.
Approving New Daycare on Hudson Avenue
Responding to the high demand for childcare spaces in the community, the City Council approved the second draft of a Specific Construction, Alteration, or Occupancy Proposal (SCAOPI) to authorize a new daycare at 5750 Hudson Avenue. The second draft step is part of the public approval process and authorizes the City Clerk to publish the required public notice to receive written requests from eligible interested persons to participate in a referendum process, as applicable. The proposal is also subject to applicable conditions, including that the authorized use be limited exclusively to a daycare. If ultimately approved, it would allow a non-profit organization to convert a detached single-family dwelling into a daycare facility serving approximately 45 local families, specifically modifying the building to convert the indoor parking space into a vestibule with lockers for the children. This project is particularly vital for families in the Kildare and Westminster area, many of whom do not own cars and require a facility within walking distance.
Planting New Trees at No Cost to Taxpayers
The City Council is committing to a greener Côte Saint-Luc by utilizing retained deposits from tree-cutting permits to fund new planting. When property owners obtain a permit to remove a tree, they leave a $250 deposit which is forfeited if they fail to plant a replacement within six months. The City Council passed a resolution to transfer these accumulated forfeited funds, totaling $11,250, directly into the budget for planting new trees on public property, ensuring our canopy is replenished at no extra cost to the general tax base.
Ensuring Safe Play at Gary Carter Field
Just in time for the upcoming baseball season, the City Council awarded a contract to replace the 8-foot high fence at the Gary Carter Field at Pierre Elliott Trudeau Park. The contract, awarded to Canbec Construction for approximately $46,775, is being funded by a surplus from the dugout renovation budget.
Setting Spring and Summer Recreation Fees
To help families plan their activities, the City Council adopted the fee schedule for culture, sports, and leisure programs for Spring and Summer 2026. This by-law establishes the rates for a wide range of services, including aquatic programs, camp services, sport teams and popular outdoor facilities. The schedule covers programs for residents of all ages, with options that support active living, skill development, and community participation. Fees are set to keep programs accessible while supporting the delivery of safe, high-quality services.
Updating the Library’s Collection Policy
The Eleanor London Côte Saint-Luc Public Library is adopting a revised Collection Development Policy to ensure its materials remain high-quality and relevant to the community. This detailed policy outlines specific criteria for purchasing new items, such as positive reviews and currency of information, as well as strict guidelines for removing items that are damaged, factually inaccurate, or no longer circulated. The policy also specifies that withdrawn books should be recycled, sold at book sales, or donated to non-profits, ensuring that even discarded materials are handled responsibly.
