Council Meeting Highlights for December 2025

Here are some highlights of agenda items adopted December 8, 2025, meeting of the Côte Saint-Luc City Council.

Renewal of software

The City Council renewed several software packages that help the organization run.

SmartRec: This included the renewal of the contract for the software SmartRec by Amilia Entreprises for a five-year term from 2026 to 2030, valued at approximately $407,000 plus taxes. This platform is the public-facing interface residents use to register for swimming, sports, and community programs online or via mobile devices. See video.

PG Solutions: Also renewed for a three-year term starting January 1, 2026, for a total of $390,669 plus taxes was the software licence and support for PG Solutions municipal software, which is used internally for accounts payable, purchasing, taxation, and used by the public for tax accounts, permit requests and more. ADP: The City Council also ratified and awarded contracts for the HR and Payroll Software ADP Council with the 2026 portion estimated at $110,000 plus taxes. This unified system manages essential human resources functions, including payroll processing, recruitment, and time and attendance tracking for municipal employees. See video.

Zoning Amendments for Wetland Protection (By-law 2217-64)

The City Council adopted amendments to the Zoning By-law to align with the Montreal Urban Agglomeration’s conservation plans, specifically targeting the protection of wetlands such as Ashkelon Gardens, Nathan Shuster Park, and the wooded area north of Pierre Elliott Trudeau Park.

These new rules prohibit planting specific invasive species, such as Norway maple and giant hogweed, within 100 meters of parks containing these sensitive natural environments. The by-law also establishes a 30-metre protection area buffer strip around wetlands where construction and soil displacement are strictly regulated to preserve local biodiversity. See video.

Approval of signage

The City Council approved signage for ScotiaBank at Quartier Cavendish. The approval permits the installation of new signage and the addition of red vinyl panels to the building’s exterior, ensuring the branding aligns with municipal design standards. This decision facilitates the visual update of the commercial premises facing Cavendish Boulevard, maintaining the aesthetic quality of this key commercial artery. See video.
