New Zoning By-law Reaches Important Register Stage

The City of Côte Saint-Luc is reaching an important milestone in the adoption of its new zoning by-law, which will help guide how the city grows and evolves in the years ahead.

Since 2022, the City has been reviewing its planning rules and consulting residents about how Côte Saint-Luc should grow and evolve in the coming decades. Thousands of residents participated in surveys, workshops, information sessions, public hearings, focus groups and consultations that helped shape the new Planning Program and Zoning By-law.

The Planning Program, often called a master plan, sets the long-term vision for how the city should develop. It outlines goals related to housing, transportation, parks, commercial areas and community spaces. The zoning by-law is the tool that implements that vision by establishing rules about how land can be used and what may be built in different parts of the city.

What is happening now?

As part of the legal process to adopt the new zoning by-law, the City will hold a register at City Hall from September 22 to September 25, 2026, from 9 a.m. to 7 p.m. Read the public notice.

Eligible voters may sign the register to request that the by-law be submitted to a referendum. If at least 2,347 eligible voters sign the register, a referendum process would be triggered. If fewer than 2,347 signatures are collected, the by-law can proceed through the remaining steps of the adoption process.

How did we get here?

2022-2023
The City began public consultations on the future of Côte Saint-Luc, including information sessions, an open house, a city-wide survey, workshops, focus groups and stakeholder meetings. More than 1,500 residents participated in the survey alone.

2024-2025
The City presented draft planning documents, held information sessions and conducted formal public consultations required by Quebec law. Additional meetings focused on areas such as Cavendish, Décarie Square, Westminster and Caldwell/Kildare.

May 2026
City Council adopted the new Planning Program and the proposed zoning by-law, beginning the final approval process.

September 2026
The register process takes place. Eligible voters have an opportunity to request that the zoning by-law be submitted to a referendum.
