City of Côte Saint-Luc Adopts Strategic Plan 2025–2030 

Côte Saint-Luc, October 1, 2025—At its meeting on September 29, 2025, the City Council adopted the Côte Saint-Luc Strategic Plan. This plan is a roadmap that will guide decisions and priorities for the next five years. It sets out a clear vision for the future, aligns resources, and ensures accountability through regular progress reporting. 

Why a Strategic Plan? 

The plan helps the City focus on what matters most: safety and security, maintaining and improving infrastructure, and strengthening community connections. It also ensures that all departments work toward common goals and that residents understand where the City is headed. 

Consultations Shaped the Plan 

The Strategic Plan was informed by extensive public input. Feedback gathered during the Master Plan consultations and pre-consultation activities between 2022 and 2025 played a key role in defining the priorities and goals. Thousands of residents and community organizations as well as staff shared their views on safety, infrastructure, and quality of life, ensuring the plan reflects the needs and aspirations of the community. 

Key Themes and Goals 

The plan is built around three main themes: 

  • Safety and Security: Increasing safety and the perception of safety, improving road safety, and protecting vulnerable populations. 
  • Infrastructure: Maximizing land value and creating a long-range infrastructure strategy. 
  • Community: Prioritizing communication and education, and increasing community cohesion.
