Côte Saint-Luc, October 1, 2025 — The Côte Saint-Luc Public Library has been awarded the Level 5 Ribbon, the highest distinction from the Association des bibliothèques publiques du Québec (ABPQ) under its BiblioQUALITÉ program, for its exceptional investments in library services in 2024.
The BiblioQUALITÉ program recognizes municipalities that make sustained, measurable investments in their public libraries. Evaluations are based on objective indicators such as acquisition budgets for books and other materials, opening hours, facility size, seating capacity, and staffing levels, including librarians and technicians. Additional points are awarded for progressive policies such as eliminating late fees and offering free memberships.
“This recognition reflects our unwavering commitment to providing a library that is both innovative and inclusive, serving as a cornerstone for learning and culture in Côte Saint-Luc,” said Mayor Mitchell Brownstein. “We are proud of our library team for their dedication and creativity.”
City Councillor Mike Cohen, responsible for the public library, added: “Achieving the highest level in the BiblioQUALITÉ program is a testament to the leadership of Library Director Janine West and her staff, who continually enhance services and programs for our residents.”
The Level 5 Ribbon places Côte Saint-Luc among the top-performing libraries in Quebec, reaffirming its role as a leader in literacy, lifelong learning, and community engagement.
