Côte Saint-Luc EV charging network expands with new fast chargers—at no cost to the City

PRESS RELEASE

Côte Saint-Luc, April 17, 2025 – Hydro-Québec will install six new electric vehicle (EV) fast-charging stations at the Bernard Lang Civic Centre parking lot (5801 Cavendish Blvd.), expanding the number of EV charging points from two to eight.

This major upgrade is being carried out in partnership with Hydro-Québec, which is covering the entire cost of the installation and infrastructure. The new Level-3 charging stations are Terra 184 fast chargers capable of fully charging an EV in as little as 45 minutes.

This half-million dollar project is being fully funded by Hydro-Québec, covering the purchase and installation of three double fast-charging stations, high-capacity electrical cabinets, and the construction and electrical work costs.

Hydro-Québec’s contractor, Valko Électrique Inc., will begin work the week of April 21, 2025. Residents and visitors should be aware of the following construction milestones:

  • Week of April 21 – Saw-cutting of the asphalt to prepare for concrete slab installation
  • April 28–29 – Excavation work in grassy areas and trenching across the roadway
  • April 29 – Delivery and installation of concrete slabs
  • April 30 to May 2 – Installation of electrical equipment
  • Summer 2025 – Commissioning of the charging stations

While the work is underway, parking availability in the City Hall lot will be reduced. Drivers are asked to follow on-site signage and exercise caution around the work areas.

On Monday, April 28 and Tuesday, April 29, the driving lane, bike path, and pedestrian path adjacent to the installation zone will be temporarily blocked. Signage and alternate routes will be clearly marked to ensure public safety and access.

QUOTATIONS

“Thanks to our partnership with Hydro-Québec, we’ve added valuable infrastructure to our city—without any cost to municipal taxpayers. As electric vehicles become more common, it’s essential that we expand our charging network to keep pace. By having Hydro-Québec fully fund this project, we can focus our city’s resources on other important priorities. I want to thank our dedicated staff for their excellent work coordinating this initiative.”
— Mayor Mitchell Brownstein

“Thanks to the diligence and hard work of our engineering and management staff, the addition of six Level 3 EV fast chargers is a huge win for our City. Not only will Côte Saint-Luc be receiving over half a million dollars of infrastructure at no cost to taxpayers, these chargers will be a big incentive for our population to continue the switch to EVs.”
— Mitch Kujavsky, Councillor for District 5

“Transportation is one of the largest sources of greenhouse gas emissions in Quebec, with a typical gas-powered vehicle releasing about 4 to 5 tonnes of CO₂ per year. By making fast charging more accessible in Côte Saint-Luc, we’re encouraging more people to switch to electric vehicles, which reduces our community’s carbon footprint.”
Steven Erdelyi, Councillor for District 4 and responsible for Climate Change & Resiliency Planning

“We’re seeing more and more residents choosing electric vehicles—not just for the environment, but because it’s practical and cost-effective. By the end of 2024, Quebec has more than 376,246 zero-emission vehicles. By expanding the number of fast-charging stations is District 2 at the City Hall and Library, we’re helping make EV ownership more convenient for people in our neighbourhood and beyond. This is about future-proofing our infrastructure to meet real-world demand.” — Councillor Mike Cohen, District 2
