Westminster Avenue to receive major resurfacing
Council awarded a contract to Les Pavages Céka Inc. for road maintenance and rehabilitation work on Westminster Avenue between Côte Saint-Luc Road and Guelph Road, for $673,447.18 before taxes. The project includes complete resurfacing of the roadway, adjustments to utility access points, localized concrete base repairs where needed, and durable pavement markings. To reduce traffic disruption, the work will take place overnight. The work is scheduled to begin in late September or early October and to take about two to three weeks. (Video 1:05:38)
City Calls for voting information in both French and English
Council adopted a resolution calling on Élections Québec to reverse its decision to mail provincial voting information (the voter guide, notice of entry, and reminder card) in French only, with English available only through a link. The City asked that printed voting information be restored in both languages and directed that copies of the resolution be sent to elected officials and municipal associations across Quebec. City Opposes New Language Rule on Small Contracts
Council adopted a resolution opposing a recent change by the Quebec government that removed an exemption allowing simpler handling of small municipal contracts valued at $5,000 or less. Council argued that applying full language-compliance steps to routine, low-value purchases adds paperwork, can slow down urgent work, and may discourage some suppliers from bidding. Several Quebec municipalities have already adopted a similar resolutions. (Video 53:26)
City renews snow removal contracts
Council renewed its two main snow removal contracts for the 2026 to 2027 winter season. C.M.S. Entrepreneurs Généraux Inc. will clear the main streets for $1,009,900 before taxes, and Construction J.P. Roy Inc. will clear dead ends and parking lots for $309,037.80 before taxes. The City does not rely on outside contractors for everything. Its own Public Works crews clear and remove snow across about 60 percent of the city. To support that work, Council also approved renting two graders from Équipement St-Germain Inc. for $97,050 before taxes. These graders are operated by City crews and are used to level and cut down packed snow in the areas the City handles itself. (Video 44:25)
Safer, smoother surface around Chalet 1 at Trudeau Park
Council awarded a contract to Construction Morival to resurface the area around Lawrence Bergman Chalet 1 at Pierre Elliott Trudeau Park, for $30,250 before taxes. The existing concrete slab had become badly cracked and uneven, creating tripping hazards despite ongoing patching. The City will install a new asphalt surface over the slab, a cost-effective approach that will improve safety and accessibility for park users while reducing future maintenance. The work is planned for October. (Video 1:04:28)
