Throughout 2025, Côte Saint‑Luc is making significant investments to upgrade roads, sidewalks, parks, woodlands, and municipal facilities. In addition, Hydro-Québec is upgrading parts of the electrical network. Below is a full summary of the improvements.
Park upgrades
The following parks will be upgraded.
- Béland Park: new playground equipment.
- Donald Fletcher Park: new bathroom, paved walkway.
- Fyon Park: new playground equipment.
- Gary Carter Field at Pierre Elliott Trudeau Park: the dugouts are being fully rebuilt, including new structures, benches, and a retaining wall with improved drainage.
- Henry Marcovitz Playground at McDowell Park: new playground equipment, new valve cabinet to ensure proper functioning of the splash pad.
- Irving Singerman Park: new flag football field.
- Joshua Ezekiel Alexander Park: new pathway.
- Pierre Eilliott Trudeau Park: new accessible bathrooms in Chalet 3, and new roof.
- Roback Park: new playground equipment, sand replaced with wood chips, more benches, installation of a drinking fountain.
- Yitzhak Rabin Park: Walkway repaving and widening.
Road Resurfacing and Reconstruction
Road resurfacing is being carried out on sections of the following streets:
- Borden Avenue
- Fleet Road
- Wavell Road
- Wolseley Avenue
Water Service Pipe Replacement
The public portion of the water service pipes are being replaced under sections of the following streets:
- Borden Avenue
- Wavell Road
- Wolseley Avenue
This work is being conducted at the same time as road resurfacing and sidewalk replacement.
Sidewalk Rehabilitation
Sidewalks are being replaced on sections of the following streets:
- Borden Avenue
- Fleet Road
- Wavell Road
- Wolseley Avenue
In addition to these large stretches of sidewalk reconstruction, an additional 2,300 square metres of sidewalks will be repaired or replaced across the city.
LED Street Lighting Upgrades
The City continues its transition to energy-efficient LED lighting across the city. Since 2020, 832 LED Cobra head fixtures have been installed on 79 residential streets and major arteries including Côte Saint-Luc Rd., Cavendish Blvd., Westminster Ave., Kildare Rd., and Fleet Rd.
The City has also launched a phased program to convert all High-Pressure Sodium (HPS-Cube) fixtures mounted on Hydro-Québec poles. Out of 1,048 identified Cube fixtures, 131 have already been replaced with LED decorative models. The City plans to upgrade approximately 100 additional fixtures each year, including 2025, until the full network is converted.
Aquatic and Community Centre (ACC)
The restoration at the ACC incudes interior work and exterior work. Interior work in 2025 includes installing a new HVAC and other repairs. Exterior work in 2025 and 2026 includes improvements to the building envelope, insulating the pool foundation, resurfacing the roof, and other improvements.
Parkhaven Outdoor Pool
Locker rooms and washrooms used by patrons of the Parkhaven Outdoor Pool and Gymnasium are being renovated to improve comfort, functionality, and accessibility.
Restoration of woodlands
The restoration of biodiversity has been ongoing at the woodland areas of Ashkelon Garden, Nathan Shuster Park, and Pierre Elliott Trudeau Park. A five-year Government of Canada grant of $360,000 allows us to remove invasive species, plant native trees, maintain the trail, and conduct public education. In 2025, the focus is on restoring biodiversity, creating a resilient forest canopy, and raising awareness about the value of urban wetlands.
Annual road line painting
The annual road line painting takes place each year to ensure that lane marks, stop lines, and more are clearly visible.
Public Works Garage
Electrical systems at the Public Works garage are being upgraded to support ongoing operations for fleet maintenance. This garage, and the mechanics who work there, help keep our fleet of trucks on the road to better serve the community.
EV charging station expansion
Hydro-Québec added six new Level 3 EV fast chargers at the Bernard Lang Civic Centre parking lot, increasing the total to eight. The project is expected to be complete by October 2025. These upgrades are fully funded by Hydro-Québec.
Hydro‑Québec local infrastructure upgrades
Hydro‑Québec is undertaking several projects in Côte Saint-Luc in 2025 to modernize and reinforce the local electrical network. This work involves installing underground conduits and equipment to improve service reliability across several neighbourhoods. The work areas include:

- Banting/Edison area
- Redwood/Weizmann/Sabin/Holland area
