PUBLIC NOTICE is hereby given that following the adoption by resolution of the above-mentioned drafts by-laws at a Special Council Meeting held on November 20, 2024, the City of Côte Saint‑Luc will hold a public consultation meeting on January 13, 2024 at 7:00 p.m in the City Hall Auditorium (5801 Cavendish Blvd).
Please note that the meeting will be in person and there will be a recording available on the City’s website but no live broadcast.
The object of by-law no 2641 is to revise the planning program of the City of Côte Saint-Luc, which will establish the guidance for the development and enhancement of the City through a thoughtful planning vision supported by goals and actions. In addition, and forming part of this document, the special planning program presents a distinctive vision, guidelines and strategies for the identified Town Centre of Côte Saint-Luc.
The object of by-law no 2636 is to govern subdivision projects throughout the territory of the City of Côte Saint-Luc, in particular by regulating all elements related to cadastral operations, provisions for the creation of new lots, thoroughfares, and the transfer of land for the purpose of parks, playgrounds and natural spaces. Please note that this by-law would replace, for all legal purposes, the Regulation governing cadastral operations in the City of Côte Saint-Luc number 2089, and all its amendments.
The object of by-law no 2638 is to grant the City of Côte Saint-Luc better qualitative control over certain construction, subdivision, or transformation projects that require particular attention regarding their type, location, architecture, and landscaping. Please note that this by-law would replace, for all legal purposes, Chapter 14 of Zoning By-law number 2217, which subjects certain projects requiring the issuance of construction permits, subdivision permits, or certificates of authorization or occupancy, to the approval of Site Planning and Architectural Integration Program (SPAIP) and all the amendments.
The object of by-law no 2640 is to govern constructions throughout the territory of the City of Côte Saint-Luc, in particular to adopt higher standards or standards for buildings or elements not covered by the Québec Construction Code. It enables the City to control the quality, durability and safety of a building’s structure by regulating the nature of authorized materials and the way in which they are assembled, all on the basis of the orientations and objectives set out for this purpose in the Planning Program.
The object of by-law no 2631 is to make the issuance of certain building permits
for the construction, expansion, or transformation of an immovable subject to the making of an
agreement between the applicant and the municipality to increase the supply of affordable, social or family housing.
The object of the by-law no 2644 is to allow the City to control the demolition of buildings on its territory, notably by prohibiting the demolition of a building unless the owner has first obtained a certificate of authorization to this effect from the Demolition Committee, whose function is to decide on demolition requests. Please note that this by-law would replace, for all legal purposes, by-law number 2345 governing the demolition of buildings, and all its amendments.

These drafts by-laws will also be available for consultation at the City Hall, located at 5801 Cavendish Boulevard, during regular office hours, Monday through Friday from 9:00 a.m. to 12:00 p.m. and 1:00 p.m. to 4:00 p.m.
