FINAL ADOPTION OF THE RESOLUTION FOR A SPECIFIC CONSTRUCTION, ALTERATION, OR OCCUPANCY PROPOSAL FOR AN IMMOVABLE (SCAOPI/PPCMOI) – AUTHORIZATION FOR A RETAIL USE, SPECIFICALLY: CHILDCARE SERVICES IN A NURSERY, DAY-CARE FACILITY OR A KINDERGARTEN. LOT 1 052 573
WHEREAS the application for SCAOPI approval with respect to 5750 Hudson Avenue;
WHEREAS the application concerns authorization for a daycare use on lot 1 052 573 in the RU-42 zone;
WHEREAS the application also concerns authorization to convert an indoor parking space to another use;
WHEREAS the project is subject to By-law No. 2630 on Specific Construction, Alteration, or Occupancy Proposals for Immovables (SCAOPI);
WHEREAS the Planning Advisory Committee examined the project according to the evaluation criteria set out in By-law No. 2630 and recommends that Council approve the project as presented;
WHEREAS the Municipal Council considers that the project, as presented, is acceptable with regard to the various evaluation criteria;
WHEREAS the first draft resolution was adopted at a meeting held on September 8, 2025;
WHEREAS a public consultation meeting on this draft was held on December 17, 2025, at 7:00 p.m.;
WHEREAS the second draft resolution includes the provisions contained in the first draft resolution that are subject to approval by way of referendum;
WHEREAS section 128 of the Act respecting land use planning and development provides that Council shall adopt, with or without change, a second draft resolution;
WHEREAS the second draft resolution was adopted at a meeting held on February 16, 2026;

AND RESOLVED:
“THAT the Côte Saint-Luc City Council hereby adopts, pursuant to By-law No. 2630, final resolution no. 260421 to authorize a retail use specifically for a daycare service on lot 1 052 573, located at 5750 Hudson Avenue in the RU-42 zone, all as presented in the documents submitted by Aron Fried, Agapi+Alt Architectes SENC & Groupe SBSE, and subject to the conditions set out in Annex A, a copy of which is attached hereto to form an integral part of this resolution;
THAT any other regulatory provision not incompatible with this resolution shall apply;
THAT Council authorizes the City Clerk to publish a public notice announcing that a register will be held for qualified voters.”
