Resolution on Road Marking Paint Durability and Public Safety

REGULAR MEETING OF THE CÔTE SAINT-LUC CITY COUNCIL HELD APRIL 20, 2026 AT 8:00 PM

WHEREAS the Government of Canada regulates the chemical composition of traffic marking paints, including limits on volatile organic compounds, which currently require municipalities to use water based paints;

WHEREAS these water-based paints deteriorate significantly faster than previously permitted alternatives, particularly in high traffic areas and during winter conditions common in Quebec;

WHEREAS the rapid deterioration of road markings reduces visibility for drivers, pedestrians, cyclists, and emergency vehicles, especially at night and during rain or snow, creating a road safety concern;

WHEREAS municipalities have limited flexibility under current federal regulations to use alternative materials that could improve durability while still meeting environmental objectives;

WHEREAS the Federation of Canadian Municipalities adopted a resolution in October 2025 calling on the federal government to review these regulations in order to balance environmental protection, public safety, and municipal financial sustainability;

THAT the City of Côte Saint-Luc calls upon Environment and Climate Change Canada to conduct a comprehensive review of the federal VOC regulations for traffic marking paint to ensure roadway safety, worker safety, environmental sustainability, and financial sustainability for municipalities;

THAT the City of Côte Saint‑Luc urges the federal government to provide interim funding to municipalities to offset increased road marking maintenance costs resulting from current regulations, and to financially support the use of long‑term, durable pavement markings such as inlaid thermoplastic line markings.

THAT the City of Côte Saint-Luc urges the federal government to consider both the safety and financial impacts of current regulations on municipalities, particularly in winter climates;

THAT this resolution be forwarded to the local Member of Parliament, the local Member of the National Assembly of Québec, the federal Minister of Environment and Climate Change, the federal Minister of Transport, the Federation of Canadian Municipalities.
