Tabling of Draft By-law No. 2580

PUBLIC NOTICE

PUBLIC NOTICE is hereby given by the Undersigned, Assistant City Clerk of the City of Côte Saint-Luc, that the following draft by-law was tabled by Councillor Dida Berku at the Regular Meeting of City Council held on March 14, 2022:

“By-law 2580 readopting the code of ethics and good conduct for the employees of the City of Côte Saint-Luc”

In conformity with the Municipal Ethics and Good Conduct Act (C.Q.L.R., chapter E-15.1.0.1.), this by-law will be adopted at the next Regular Council Meeting to be held, Monday, April 11, 2022, at 8:00 p.m.

A formal Employee Consultation occurred on March 8, 9, 15, 16, 17, 18 and 21, 2022.

SUMMARY OF DRAFT BY-LAW:

This draft By-Law sets out the ethical and other core values of the City and establishes the rules of good conduct for its employees associated with such values. The following summarizes the key provisions of this By-Law.

The City’s values, 4 in all, and their associated rules of good conduct are set out in Section 6 of the By-Law, which include the values of integrity; civility in the workplace; prudence and competence in the pursuit of public interest and honor attached to the employment.

Section 7 of the By-Law enumerates the rules of conduct that must strictly be followed by each employee.

Section 8 of the By-Law instructs the City’s employees on what to do if they are confronted with a situation of conflict of interest or other ethical problem (generally speaking, they should disclose the problem to their superiors and abstain from deciding or acting on the matter).

Section 9 of the By-Law provides the nature of the consequence that may be imposed on a City employee that violates the By-Law.

Section 10 of the By-Law specifies the people responsible of enforcing the rules provided by the Code.

The draft by-law is available for consultation in the “Public documents” section of the City website at www.cotesaintluc.org and copies of the draft by-law can be provided by sending a request to the following email address: [email protected]

This draft by-law may be consulted at the City Hall located at 5801 Cavendish Boulevard during regular office hours, said hours being Monday through Friday between 9:00 a.m. and 4:00 p.m.
