Rezoning for religious institution on Mackle Road

On March 8, 2021, the Côte Saint-Luc City Council adopted draft by-law 2217-GGG-P1 amending zoning By-Law 2217 in order to reduce the actual limits of zone PM-24 and to create within the former limits of zone PM-24, the new zone IR-20.

Goal 

The purpose of the zoning amendment is to create a new zone that would allow the construction of a new institutional establishment (place of worship) along the berm on Mackle Rd. in front of the Public Works Yard (7001 Mackle Rd.).

Background 

In 2017, the Fondation Sépharade Kollel Avrechim requested a zoning change at a vacant lot on Mackle Rd. near the Cavendish Mall, in order to build a community centre and religious institution. The rezoning process led to a request for a referendum by residents in the zone and adjacent zones. The City Council opted to withdraw the zoning change and instead to help the Fondation find a suitable space for its community needs. In 2019, the City agreed to sell the Fondation land along the berm near the Public Works Yard on Mackle Rd. In 2021, the Fondation prepared preliminary designs for a community centre and religious institution. In March 2021, the City Council adopted a draft by-law approving the zoning changes needed to accommodate the new building. The re-zoning process includes a 15-day written public consultation.

Project status

At the City Council meeting of April 12, 2021, the City Council voted by majority to not approve the rezoning change.
