Long-term overnight parking permit

For security reasons, the City of Côte Saint-Luc prohibits overnight parking (between 3 am and 6 am) on city streets or city parking lots.

However, the city makes exceptions for residents who have no other available parking space. For instance, some residents live in apartment buildings or condos where there are not enough parking spaces to rent. Others live in houses without enough garage or driveway space for everyone in the family.

The Long-Term Overnight Parking Permit program is designed to provide these residents with a parking space for their non-commercial vehicle.

Eligibility

The permit is available only to residents of Côte Saint-Luc who have no other parking space available to them where they live.

Here are some common situations where a resident would be eligible to receive a permit:

  • You live in an apartment building and there are no more available parking spaces.
  • You live in a house and your family has four cars but only enough room to park three of them in your garage and driveway.
  • You rent a duplex and the owner won’t rent his parking space to you.

Here are some common situations where a resident would not be eligible to receive a permit:

  • You live in an apartment building or duplex and there are available parking spaces but they are too expensive.
  • You live in an apartment building or duplex and there are parking spaces but they are being used by the owner to store something other than a non-commercial vehicle.
  • You live in a house have enough room to park the cars in the garage and driveway but you have to move the cars every morning so the cars in the garage can leave.
  • You live in a house and have three cars. You have room for two cars in your driveway. But because you use your garage parking spaces as storage you are short one parking space.

Special cases

Since 1974, Côte Saint-Luc by-law 1364 has prohibited driveways from having a slope of more than 10 percent. However, a small number of properties may have such steep driveways. If you have nowhere else to park your vehicle except for a driveway with a slope of 10 percent or greater, you may be eligible for an overnight parking permit. A city inspector can measure the slope of your driveway but you must pay a $35 fee when you submit the application form.

This fee will not be reimbursed. However, if your slope is greater than 10 percent and you are eligible for a permit, we will deduct $35 from your bill.

Given that David Lewis St., Tommy Douglas St., and Bernard Mergler Cres. were originally constructed as part of the City of Montreal and therefore many driveways have slopes greater than 10 percent, the City of Cote Saint-Luc has decided to solely look at available garage spaces to be “available parking spaces” on those streets.


Fees

If your application is accepted, you will be permitted to buy a permit for one or more months.

  • Residents of Tommy Douglas St., David Lewis St. or Bernard Mergler Cr.
    Due to the unique home construction on those streets, the fee for a monthly permit is $10 for residents of Tommy Douglas St., David Lewis St. or Bernard Mergler Cr.
  • All other residents
    For the first vehicle: The fee for a monthly permit is $25. Residents who pre-purchase three months or more will pay the equivalent of $20 per month.

    For additional vehicles: $30 per month or $25 per month when purchasing a minimum of three months at a time.

Note: All fees are subject to change by the City of Côte Saint-Luc.

Refunds for returned parking permits

No refunds will be issued.


Change of licence plate number

If your licence plate number has changed, please send a copy of your new vehicle registration by fax (514-485-6863) or email ([email protected]) or come to City Hall with a copy of your new vehicle registration, and a permit will be reissued. If your car is being repaired, and you wish to park your rental or other replacement vehicle on the street, you are required to obtain a temporary parking permit by calling Public Security at 514-485-6960.


Where you should park

Permit holding residents may park their non-commercial vehicle on the street in front of their residence or as close to the residence as possible.

Note: If it is impossible to park in front of your residence, you will have to park in front of your neighbour’s residence. To avoid complaints, we recommend that you don’t park in front of the same neighbour’s residence every night.

Follow all other parking rules

Permit holders must respect all other parking signs. For instance, a no-parking sign prohibits all vehicle parking – including cars with a long-term overnight parking permit.

Note: Permits are issued to a specific licence plate and are not transferable from vehicle to vehicle.


How to obtain the permit

You may download the necessary form(s), complete them, and either:

  1. E-mail them to [email protected] along with scanned copies of the supporting documentation, or
  2. Mail them along with photocopies of all the supporting documentation to 5801 Cavendish Blvd., Côte Saint-Luc, QC H4W 3C3.

You may complete the forms available at City Hall and submit them with photocopies of the supporting documentation to the reception area of City Hall or the after hours drop box in the foyer of the city hall/library complex.

  • Complete the application form
    Complete the long-term overnight parking permit application form at City Hall (5801 Cavendish Blvd.)
  • Gather all necessary documentation
    You must provide all the documentation requested in the application form.
  • Justification de la demande de permis
    S’il y a actuellement du stationnement sur la propriété où vous résidez, vous devez produire une preuve que vous n’y avez pas accès pour être autorisé à obtenir un permis.
    • Applicants who own the property (or live with the owner of the property) must include a photocopy of the vehicle registration for all the vehicles at that address, a utility bill for the address in question, and a copy of all driver’s licences of drivers residing at the address for which the application is made.
    • Applicants who are tenants must have their property owner complete the attestation in support of an application for overnight parking permit form, which will confirm that access to on-property parking is not available.
  • Approval and payment
    You may submit the application form by mail or in person. If your application is approved, you will be notified by phone and asked to submit your payment in person or by mail to receive your permit sticker.

Waiting time

A temporary parking permit will be issued upon request to the applicant when the documents are submitted and the fee will start on that date. Please ensure that you include all the requested information and payment. If you have any questions about the information we require, please visit City Hall and we will be happy to answer your questions and help you complete the application form.

Parking on the street during the waiting period without authorization may contravene parking by-laws and result in an infraction. If you require a temporary overnight parking permit while your application is being assessed, please contact City Hall at 514-485-6800.


Annual permit renewal

You must provide the required documentation at the start of each year if you wish to renew your permit.
