The assessment roll is an inventory of all the buildings and land in the territory of a municipality. It contains a variety of information and states the real value of each property in the territory. It is therefore the assessment roll that provides the basis for calculating municipal and school taxes and distributes the tax burden among property owners.
The Act Respecting Municipal Taxation stipulates that new assessment rolls must be deposited every three years. This allows the taxation base to be kept current, based on conditions in the real estate market, which are changing constantly. This means that unless changes are made to the property, the real value on the roll will remain the same for its duration, that is, three years. The values on the roll take into account the real market values on July 1 of the second fiscal year of the preceding triennial roll.

The latest assessment roll for the City of Côte Saint-Luc was deposited by the City of Montreal Evaluation Services on September 10, 2025. The values it contains reflect the current market conditions and will be the basis for municipal tax and transfer duties invoices for the 2026, 2027 and 2028 fiscal years.

Changes in values by building category
Each assessment reflects what was considered to be the fair value of the property (residential and non-residential) according to market conditions as at July 1, 2024. Any change in value is determined by changes in the real estate market and the addition of new constructions or improvements to existing buildings. As a result, the overall value of Côte Saint-Luc’s real estate portfolio increased by 7.8% compared to the previous roll. More specifically, the residential sector increased by 6.5%, the non-residential sector by 21.0% and the value of vacant land increased by 15.7%.
The average value of a single-family house in Côte Saint-Luc is now $1,042,900 and the average value of a condominium is $555,600.

The impact of the new assessment roll on your tax bill
A higher property value does not necessarily mean higher property taxes. Tax rates will be adjusted to offset most of the increase in property values. Keep in mind that if the percentage increase for your residential property is greater than the average of 6.5%. or if you have had renovation or construction work done, your municipal taxes will increase compared to 2025.

To find the new valuation of your property , you can consult the City of Montreal website at https://servicesenligne2.ville.montreal.qc.ca/sel/evalweb/index, or visit Côte Saint-Luc City Hall during office hours (weekdays between 9am-12 pm and 1pm to 4pm).
You disagree with the assessment of your home?
If you disagree with the new valuation for your property that comes into effect on January 1, 2026, you will have until April 30, 2026 to apply for an administrative review of the assessment of your property.

Market value of properties that were part of a recent sale in your neighbourhood
In addition to viewing the new valuation for your property, you can also view the sales of residential properties with five dwellings or less in your neighborhood on the Evalweb website. This service has been updated with the latest sales, which were used as a benchmark to determine the new valuations.
Prior to requesting an adjustment to the assessment roll, we recommend that you verify the recent sales of comparative properties at View property sales in your area | Ville de Montréal (montreal.ca). In order to access this service, you will be required to enter a five-digit code (PIN). The PIN will be mailed to you with your notice of property assessment form in mid-November 2025.
