The Jardins Westminster project is a mixed-use redevelopment project proposed by Claria Development on a site at the corner of Mackle Road and Westminster Avenue. The proposed redevelopment includes approximately 233 residential rental units and a minimum of 5,100 ft² of commercial space located on the ground floor. The proposed building includes a courtyard, and a building of 4 to 5 storeys facing Mackle Road with two higher portions of 8 to 12 storeys facing Westminster Avenue and the CP rail yard.
To move forward as proposed, the redevelopment project will require amendments to both the Master Plan (By-Law #2474) and the Zoning By-Law (#2217):
- The Master Plan must be amended to authorize additional building density in sector 05–07.
- The Zoning By-Law must be amended to authorize a new configuration of zones in this area, namely, to reduce the limits of zone RU*-62, to repeal zone RM-60, and to create the new zone HM-7.
- The Zoning By-Law must be amended to replace the table of uses and norms pertaining to zone RU*-62.
- The Zoning By-Law must be amended to create a new table of uses and norms pertaining to the new zone HM-7.
- The Zoning By-Law must be amended to modify the definition of the term “mixed dwelling.”
A public consultation pertaining to this redevelopment project and the required Zoning and Master Plan amendments will be held on March 22, 2023, from 7 p.m. to 9 p.m. in the City of Côte Saint-Luc Council Chamber located on the second floor of City Hall (5801 Cavendish Boulevard). During this consultation, the developer will present and describe their project, the City will explain the approval and referendum process, and there will be a question period. After the question period, participants will be invited to meet and to speak with the representatives from the developer and from the City of Côte Saint-Luc in an open house format.
