Zoning modification to allow religious use in several commercial locations

On March 14, 2022, the Côte Saint-Luc City Council adopted the first draft of By-law 2217-JJJ-P1 to amend the zoning By-Law 2217 of the City of Côte Saint-Luc in order to replace the current tables of uses and norms for zones CC-3, CD-1, CD-5 and CD-8 with new tables of uses and norms.

Goal

This amendment will allow the following commercial centres to operate institutional (religious) use:

The following restrictions will apply:

  • CC-3: No restrictions
  • CD-1: Religious use will not be permitted on the ground floor, nor facing the rear
  • CD-5: Religious use will not be permitted on the ground floor
  • CD-8: No restrictions

Background

Over the years, religious institutions were founded in private homes to serve the needs of members of our community. Although these private homes were not zoned for use as religious institutions, the City of Côte Saint-Luc tolerated these congregations and found practical solutions to issues arising with neighbours, such as parking or noise. In recent years, more congregations have been founded, which has prompted the City to resolve the issue of non-conforming uses in residential zones.

By modifying the zoning at these four commercial locations, the City is providing an alternate location for existing home-based places of worship.
